CenterPoint Energy serves the Houston metropolitan area, Galveston, and Beaumont–Port Arthur. As a deregulated delivery utility, CenterPoint runs efficiency programs while customers choose their REP. The SOP program offers up to $500 per qualifying heat pump unit — combine with rate shopping for maximum savings.
Federal 25C expired Dec 31, 2025. The CenterPoint SOP rebate ($500) plus rate shopping for a low electricity rate is the best combination for Houston homeowners in 2026. Texas has no state income tax, so no state tax credits are possible. HEAR $690M allocated but not yet launched.
CenterPoint Energy’s Standard Offer Program (SOP) provides up to $500 per qualifying heat pump unit for Houston metro customers. A separate $75 smart thermostat rebate is also available. For Houston’s extreme humidity, choose SEER2 16+ with a variable-speed compressor — the code minimum of 14.3 is insufficient for humidity control. The federal Section 25C tax credit expired December 31, 2025 and provides $0 in 2026. HEAR’s $690M Texas allocation is pending SECO launch. In Houston’s deregulated market, rate shopping through PowerToChoose.org is critical to maximizing heat pump savings.
CenterPoint’s Standard Offer Program (SOP) provides the primary heat pump rebate for Houston metro residents. Additional programs cover smart thermostats and system maintenance.
CenterPoint Standard Offer Program (SOP) provides up to $500 per qualifying heat pump unit for residential customers. Must be ENERGY STAR certified. Amount may vary by season and funding availability.
Separate rebate for DOE-listed smart or programmable thermostat. Must be compatible with heat pump system. Ecobee, Google Nest, and Honeywell T-series qualify.
Separate program for AC/heat pump tune-ups. Includes refrigerant check, coil cleaning, and efficiency evaluation. Not a rebate — a direct service program. Does not stack with equipment rebate.
CenterPoint Energy delivers electricity to the greater Houston metropolitan area — the largest city in Texas and fourth largest in the U.S. As a deregulated TDU, CenterPoint delivers power while you choose your REP.

Eight steps from territory verification to rebate — with Houston-specific humidity considerations at every stage.
Confirm your address is in CenterPoint delivery territory. CenterPoint serves the Houston metro area including Galveston and Beaumont-Port Arthur. Your electric bill will show CenterPoint as the delivery company, separate from your REP.
CRITICAL for Houston. A Manual J calculates the exact cooling and heating load for your home based on square footage, insulation, window area, and orientation. In Houston, oversizing kills dehumidification performance. The right size system removes more moisture.
The DOE minimum SEER2 14.3 is insufficient for Houston humidity. Choose SEER2 16+ with a variable-speed compressor for proper dehumidification. Daikin FIT (made locally), Trane XV20i, or Carrier Infinity are top picks.
All Texas HVAC installations require a contractor licensed through the Texas Department of Licensing and Regulation (TDLR). Verify the license at tdlr.texas.gov. Ensure they have experience with Houston humidity conditions and duct sealing.
Houston attic ductwork reaches 150 degrees or more in summer. Leaky ducts waste 20-30% of conditioned air. Have ducts sealed and insulated before or during heat pump installation. This single step can improve efficiency by 15-25%.
Submit your rebate application through the CenterPoint Energy residential efficiency portal. Include proof of purchase, contractor invoice, equipment model numbers, and AHRI certificate. Keep copies of all documentation.
After installation, shop for a new fixed-rate electricity plan on PowerToChoose.org (official PUC of Texas site). Lock a 12-24 month plan at the lowest available rate. Heat pumps use more electricity than gas furnaces, so your rate directly impacts savings.
CenterPoint processes the application and issues a rebate check or bill credit. Typical processing time varies. Contact CenterPoint customer service if you have not received confirmation within 8 weeks.
Texas received the largest HEAR allocation of any state at $690 million. When launched, income-qualified Houston homeowners can stack HEAR with the CenterPoint SOP rebate.
Administrator: SECO (State Energy Conservation Office), under the Texas Comptroller’s office.
Status: SECO issued an RFP for a third-party program administrator. Proposals were due February 5, 2026. Selection and program design are underway.
Allocation: $690M total — $340M HOMES + $267M HEAR + remainder.
Warning: SECO warns against signing agreements for HEAR-dependent projects before official program launch.
Below 80% AMI
Up to $8,000 toward heat pump installation. Designed to cover majority of system cost. Stackable with CenterPoint SOP rebate when SECO launches the program.
80-150% AMI
Up to $4,000 toward heat pump installation. Can be combined with CenterPoint rebate. Designed to reduce upfront cost barrier for middle-income households.
Above 150% AMI
HEAR rebates are not available for households above 150% of area median income. CenterPoint SOP rebate and rate shopping are your primary tools for savings.
When HEAR launches, a low-income Houston homeowner in CenterPoint territory could combine the $500 SOP rebate with the $8,000 HEAR rebate for $8,500 in total rebates. On a $5,367 system (Houston 3-ton average), this would more than cover the full cost. However, HEAR has not launched — plan based on the CenterPoint rebate available today.
Key residential tax credits expired under the OBBBA. Here is the current status for Houston homeowners.
EXPIRED Dec 31, 2025. $0 for heat pumps in 2026.
Previously provided up to $2,000 for qualifying heat pump installations. Eliminated by the One Big Beautiful Bill Act (OBBBA) signed July 4, 2025.
EXPIRED Dec 31, 2025. $0 for residential solar.
Does not apply to heat pumps directly. Listed because some homeowners bundle solar + heat pump projects.
Texas has no state income tax. There are no state-level tax credits possible for heat pumps, solar, or any energy improvements. Houston homeowners rely entirely on the CenterPoint utility rebate, HEAR (when launched), and rate shopping for savings.
Most Houston homes have ductwork routed through the attic. In summer, attic temperatures exceed 150°F — making duct sealing one of the highest-impact upgrades alongside a new heat pump.
CenterPoint Energy offers up to $500 per qualifying heat pump unit through its Standard Offer Program (SOP) for residential customers. Additionally, a $75 smart thermostat rebate is available separately. The total potential CenterPoint rebate is up to $575 for a heat pump system with smart thermostat. The federal Section 25C tax credit expired December 31, 2025, so there is no federal tax credit available in 2026.
SOP stands for Standard Offer Program. It is CenterPoint Energy's residential energy efficiency program that provides rebates for qualifying high-efficiency HVAC equipment, including heat pumps. The program is funded through CenterPoint's energy efficiency budget as required by the Public Utility Commission of Texas. CenterPoint also runs a CoolSaver AC tune-up program, which is a separate service offering and not part of the equipment rebate.
CenterPoint provides the rebate. In Houston's deregulated electricity market, CenterPoint is your TDU (transmission and distribution utility) that delivers power over the grid. Your REP (retail electric provider like Reliant, Direct Energy, or TXU) sells you electricity but does not provide equipment rebates. Your rebate eligibility depends on being in CenterPoint territory, not on which REP you choose. Switching REPs does not affect your rebate eligibility.
SEER2 16 or higher is strongly recommended for Houston. The DOE minimum for the South Region is SEER2 14.3, but this is insufficient for Houston's extreme humidity (80-90% relative humidity in summer). Higher SEER2 ratings with variable-speed compressors run longer at lower capacity, which removes significantly more moisture from indoor air. The Daikin FIT (up to 18 SEER2), Trane XV20i (20+ SEER2), and Carrier Infinity (19+ SEER2) are top choices for Houston humidity control.
A typical 3-ton ducted central heat pump in Houston costs approximately $5,367 installed. Larger 5-ton systems for bigger homes run up to $9,000. After the CenterPoint $500 rebate, the net cost starts around $4,867 for a 3-ton system. High-efficiency variable-speed systems (SEER2 16+) recommended for Houston humidity cost $7,000-$12,000 installed. Mini-split ductless systems for single rooms or additions range from $1,500-$4,500.
Aim for $0.10-$0.12/kWh on a 12-24 month fixed-rate plan. Houston is in a deregulated market where rates range from $0.09 to $0.16/kWh depending on your REP and plan type. At $0.10/kWh, annual heat pump operating cost is approximately $950. At $0.14/kWh (Houston average), it is approximately $1,330. Use PowerToChoose.org (the official PUC of Texas comparison site) to compare REP plans before or right after installation. Lock in your rate before summer when demand drives prices up.
Yes, when HEAR launches in Texas. The HEAR program is designed to be stackable with local utility incentives. A low-income Houston homeowner could theoretically combine $500 from CenterPoint SOP with $8,000 from HEAR for $8,500 in total rebates. However, HEAR has NOT launched in Texas. SECO (State Energy Conservation Office) issued an RFP for a third-party program administrator with proposals due February 5, 2026. Plan your budget based on the CenterPoint rebate available today and treat HEAR as a potential additional benefit.
The Daikin FIT is an excellent choice for Houston. It is literally manufactured locally at the Daikin Texas Technology Park in Waller, TX (just outside Houston). The FIT features a variable-speed compressor that excels at humidity control, a slim profile that fits tight installation spaces common in Houston homes, and ratings up to 18 SEER2. Local manufacturing means parts availability and warranty service are strong. The FIT is typically mid-priced compared to premium options like the Trane XV20i.
Houston's extreme humidity (averaging 80-90% relative humidity in summer) makes heat pump selection uniquely challenging. A correctly sized variable-speed heat pump runs longer at lower capacity, passing more air over the evaporator coil and removing far more moisture than an oversized single-stage unit that short-cycles. Oversizing is the number one mistake in Houston because an oversized system cools the air quickly but shuts off before removing enough humidity, leaving you cold and clammy. A Manual J load calculation is absolutely critical to avoid oversizing.
CoolSaver is CenterPoint Energy's AC and heat pump tune-up program. It offers free or reduced-cost professional tune-ups including refrigerant check, coil cleaning, and system efficiency evaluation. CoolSaver is a separate program from the SOP equipment rebate and cannot be combined or stacked. CoolSaver is best used for maintaining an existing system. If you are replacing your system with a new heat pump, apply for the SOP equipment rebate instead. However, if you have an existing heat pump, CoolSaver can help maintain its efficiency.
