Connecticut’s Energize CT program offers $250–$1,000 per ton in heat pump rebates for 2026. The federal 25C tax credit is expired, HEAR federal rebates are pending DOE approval, and the Smart-E Loan offers 0.99% APR financing. Here is everything you need to know.
Energize CT offers two heat pump rebate tiers in 2026. The Standard Air Source tier pays $250 per ton (max $2,500) for switching from oil, propane, gas, or electric resistance. The Energy Optimization tier pays $1,000 per ton (max $10,000 combined) for fully replacing your primary heating system. All installations must use an HPIN-registered contractor and equipment on the Energize CT Qualified Product List (ENERGY STAR 6.1 Cold Climate). The federal Section 25C tax credit expired December 31, 2025 and provides $0 in 2026. HEAR federal rebates (up to $8,000 for low-income) are pending DOE approval. The Smart-E Loan offers 0.99% APR through March 31, 2026.

Two tiers based on how completely you are replacing your existing heating system. Both require HPIN contractors and pre-registration.
Up to $2,500 (10-ton cap)
Fuel switch from: Oil, propane, natural gas, or electric resistance
Available to homeowners replacing oil, propane, natural gas, or electric resistance heating with a qualifying cold-climate heat pump. Pre-registration with Energize CT required.
Up to $10,000 (10-ton cap)
Fuel switch from: Fossil fuel or electric resistance (as primary heat)
Higher rebate for homeowners fully replacing their primary heating system with a cold-climate heat pump designed for whole-home heating. Requires whole-home heating design and HPIN contractor.
All Energize CT heat pump rebates require installation by a Heat Pump Installer Network (HPIN) registered contractor. HPIN contractors have completed Energize CT training and are authorized to submit rebate applications. Equipment must also be on the Energize CT Qualified Product List (ENERGY STAR 6.1 Cold Climate certified since January 2024). Using a non-HPIN contractor disqualifies you from receiving any Energize CT rebate.

Connecticut’s Department of Energy and Environmental Protection (DEEP) has submitted its State Implementation Blueprint to the U.S. Department of Energy. The HEAR program in Connecticut will not launch until DOE approves this blueprint. Do not count on HEAR funds for immediate projects — plan based on Energize CT rebates and the Smart-E Loan, and treat HEAR as an additional benefit if and when it becomes available.
Launching February 2026, this five-state collaboration between Massachusetts, Connecticut, Rhode Island, Maine, and New Hampshire aims to accelerate heat pump adoption across the region. Connecticut is a key participant, with the program creating standardized contractor training, bulk equipment purchasing to lower costs, and a unified consumer education campaign.

Install by December 31, 2026 to qualify for the 2026 Energize CT program year. Smart-E Loan at 0.99% APR expires March 31, 2026.
Confirm your utility (Eversource or United Illuminating) and current heating system. Energy Optimization tier requires fossil fuel or electric resistance as primary heat.
You must use a Heat Pump Installer Network (HPIN) registered contractor. NuWatt Energy is an HPIN-registered installer serving all of Connecticut.
Both tiers require pre-registration with Energize CT before installation begins. Your HPIN contractor handles the paperwork.
Select an ENERGY STAR 6.1 Cold Climate certified heat pump from the Energize CT Qualified Product List. Confirm the model is QPL-approved.
Work with your HPIN contractor to schedule installation. For Energy Optimization tier, a whole-home heating design must be completed.
Your HPIN contractor submits the Energize CT rebate application with documentation of the installed system and Qualified Product List verification.
Energize CT processes the rebate and issues payment. Typical processing time is 6-10 weeks.
The 0.99% APR financing through CT Green Bank expires March 31, 2026. Lock in your rate now.
Systems must be fully installed by December 31, 2026 for the 2026 Energize CT program year. Schedule by October.
Energize CT offers two tiers in 2026: the Standard Air Source tier at $250 per ton (max $2,500) for homeowners switching from oil, propane, natural gas, or electric resistance heating, and the Energy Optimization tier at $1,000 per ton (max $10,000 combined) for homeowners fully replacing their primary heating system with a whole-home heat pump design.
No. The federal Section 25C energy efficiency tax credit expired on December 31, 2025, under the One Big Beautiful Bill Act signed July 4, 2025. There is zero federal tax credit available for residential heat pump purchases in 2026. However, HEAR federal rebates (up to $8,000 for low-income households) are expected to become available in Connecticut once DOE approves the state blueprint.
HPIN stands for Heat Pump Installer Network. Energize CT requires that all heat pump installations eligible for rebates be performed by an HPIN-registered contractor. This ensures quality installations by contractors who have completed Energize CT training requirements. NuWatt Energy is an HPIN-registered contractor serving all of Connecticut.
The Energy Optimization tier provides $1,000 per ton (up to $10,000 combined) versus the Standard tier at $250 per ton (max $2,500). The key difference is that Energy Optimization requires the heat pump to replace your primary heating system entirely, with a whole-home heating design. The Standard tier allows supplemental or partial replacements. Both tiers require HPIN contractors and pre-registration.
The Smart-E Loan is a low-interest financing option through the Connecticut Green Bank. It offers 0.99% APR for energy improvements including heat pumps. Loans up to $50,000 are available with terms of 5-20 years. You must be an Eversource or United Illuminating customer, use an HPIN contractor, and the project must be EnergizeCT-approved. The current 0.99% APR is available through March 31, 2026.
HEAR (Home Efficiency and Appliance Rebates) is a federal program funded by the Inflation Reduction Act. Connecticut DEEP has submitted its State Implementation Blueprint to the DOE, but launch is contingent on DOE approval. CT is targeting early-to-mid 2026. Low-income households (below 80% AMI) can receive up to $8,000, and moderate-income households (80-150% AMI) up to $4,000 for heat pump installations. HEAR rebates are NOT yet active in Connecticut.
Equipment must be ENERGY STAR 6.1 Cold Climate certified and listed on the Energize CT Qualified Product List (QPL). Popular qualifying brands include Mitsubishi (Hyper-Heat series), Fujitsu (Halcyon XLTH), LG (Red Series), Daikin (FIT series), Carrier (Greenspeed), and Bosch (IDS 2.0). Your HPIN contractor can verify QPL status for specific models before installation.
Heat pumps must be installed by December 31, 2026 to qualify for the 2026 Energize CT program year. Both tiers require pre-registration before installation. The Smart-E Loan 0.99% APR offer expires March 31, 2026, so if you want low-interest financing, act before that deadline. We recommend scheduling installation by October 2026 to allow time for processing.
Yes, when HEAR launches in Connecticut (pending DOE approval). Energize CT rebates and HEAR federal rebates are designed to be stackable. A low-income household could receive up to $10,000 from Energize CT (Energy Optimization tier) plus $8,000 from HEAR, totaling $18,000, potentially covering the full cost of installation. A moderate-income household could stack up to $14,000 ($10,000 Energize CT + $4,000 HEAR).
Key differences: CT Energy Optimization maxes at $10,000 combined while MA enhanced tier goes up to $16,000 with bonuses. CT requires HPIN contractors; MA requires Mass Save participating contractors. CT offers the Smart-E Loan at 0.99% APR; MA offers the 0% HEAT Loan through Mass Save. MA has a special heat pump electric rate; CT does not. Both states participate in the $450M NE Heat Pump Accelerator.
The $450 million New England Heat Pump Accelerator is a five-state collaboration (MA, CT, RI, ME, NH) launching in February 2026. It aims to streamline contractor training, standardize equipment specifications, create bulk purchasing agreements that lower costs, and establish a unified consumer education campaign. For CT homeowners, this means more qualified HPIN contractors, potentially lower equipment prices, and easier access to information about Energize CT programs.
Yes. Both the Standard Air Source tier and the Energy Optimization tier require pre-registration with Energize CT before installation begins. Your HPIN contractor typically handles this paperwork. For the Energy Optimization tier, a whole-home heating design must also be submitted as part of the pre-registration process. Never skip pre-registration as it will disqualify you from receiving the rebate.
