A typical 12 kW system in State College costs $36,600 before taxes. After 6% PA sales tax: $38,796. With Penelec 1:1 net metering at $0.19/kWh and SREC income, payback is approximately 11-13 years. Unlike PPL territory (Scranton, Harrisburg, Allentown), Penelec has no announced net metering changes — a genuine advantage for State College homeowners.

State College is home to Penn State's main campus — a university with significant sustainability commitments and a highly educated homeowner demographic that tends to research solar thoroughly before purchasing. This shapes the local market in some unique ways.
Penn State has over 7 MW of solar capacity across its campuses
The university has renewable energy purchase agreements (PPAs) for institutional power
Penn State Office of Physical Plant manages aggressive conservation programs
State College Borough has adopted a Climate Action Plan targeting renewable energy
Centre County homeowners show above-average solar adoption intent in surveys
Homeowners in Park Forest Village, Tudek Park, Welch Way — large suburban lots with good south exposure
Homes in College Township and Harris Township with newer construction (post-1980)
Faculty and staff with long time horizons — 11-13 yr payback is acceptable for planned long-term residents
Investors/landlords with student housing — lock in utility costs for rental properties
Grad students who have purchased in the area (growing ownership trend)
Penn State's institutional solar programs (PPAs, campus installations) benefit the university — NOT individual homeowners. If you own a home in State College or Centre County, you access solar through the standard Penelec residential process. On-campus housing residents and renters cannot get home solar panels. Community solar (HB 1155) will eventually help renters, but is not operational yet.

Pennsylvania signed community solar legislation (HB 1155) on April 7, 2025. The PA PUC must establish rules within one year — making community solar potentially available by April-June 2026. State College's large renter population (Penn State students) makes this especially relevant for the area.

NOT YET OPERATIONAL
PA community solar is in the PUC rulemaking phase as of March 2026. No projects are available for subscription. Expected availability: Q2-Q3 2026 depending on PUC timeline. Watch the PA PUC website for announcements.
Unlike PPL territory (which has proposed changing net metering rules), Penelec currently has no announced changes to 1:1 net metering. This is a meaningful distinction for State College homeowners evaluating solar timing.

Estimates based on average 2026 PA solar pricing at $3.00/W, SREC spot ~$28/SREC, 1:1 retail net metering, 6% PA sales tax (applies to solar), NO PA state rebate, NO property tax exemption. Section 25D residential ITC expired Dec 31, 2025 -- $0 federal tax credit for cash/loan purchases.
Solar panels in State College cost $2.90-$3.20 per watt installed in 2026, averaging $3.05/W. A typical 12 kW system costs $36,600 before 6% PA sales tax ($2,196), for an all-in cost of approximately $38,796. The federal 25D residential tax credit expired December 31, 2025 — there is no federal credit for homeowners who buy with cash or a loan in 2026. PPA/lease providers can still claim the 30% Section 48E commercial ITC through July 4, 2026.
Penelec (Pennsylvania Electric Company, a FirstEnergy subsidiary) serves State College, Centre County, and much of north-central PA. Penelec offers standard 1:1 retail net metering at approximately $0.19/kWh — the credit rate for every kWh your panels produce and push back to the grid. At annual true-up (June), excess credits are paid at the PTC (Price-to-Compare) rate of approximately $0.11/kWh. Unlike PPL, Penelec has no currently announced tariff change — making State College net metering more stable than Scranton or Harrisburg.
A 12 kW cash-purchased system in State College has an estimated payback of 11-13 years, assuming Penelec 1:1 net metering at $0.19/kWh. State College sits at about 40.8°N with central-north PA irradiance (roughly 1,100 kWh/kW/yr — slightly lower than the Harrisburg area). The lower Penelec rate ($0.19 vs PECO's $0.21) extends payback compared to SE PA. SREC income ($280-330/yr for a 12 kW system) improves the payback calculation. No federal tax credit applies in 2026.
Yes, if you own your home in State College or the surrounding Centre County area, solar is available to you regardless of your Penn State affiliation. Penn State itself has significant institutional solar programs (Penn State has solar commitments on multiple campuses), but these do not extend to residential customers. Many Penn State-affiliated homeowners in neighborhoods like Park Forest Village, Tudek Park, and Welch Way have gone solar. The university's visible sustainability commitment has created a more education-forward installer community in the area.
Pennsylvania passed community solar legislation (HB 1155) on April 7, 2025. However, the PUC must develop implementation rules within one year (by April 2026), and community solar is NOT yet operational or available for subscription in State College or anywhere in PA. Once launched, community solar will let renters, HOA members, and homeowners with unsuitable roofs subscribe to a share of a remote solar project for bill credits. State College's high renter population (university environment) makes community solar potentially valuable when it launches.
State College Borough and Centre County do not offer specific solar rebates or incentives. Pennsylvania has no property tax exemption, no sales tax exemption, and no state solar tax credit for residential solar. The available programs are: (1) PA SRECs ($22-35/MWh via PJM-GATS), (2) Penelec 1:1 net metering at $0.19/kWh, and (3) Section 48E via PPA/lease for systems beginning construction before July 4, 2026. The 6% PA sales tax applies and solar adds to your assessed property value.
If you buy with cash or a loan in 2026, you own the system, earn 100% of SREC income, and bear all costs — with no federal tax credit. If you go with a PPA or lease ($0 down), the third-party company owns the system, claims the 30% Section 48E ITC through July 4, 2026, and passes savings as a rate 20-40% below your Penelec bill. You do not earn SRECs in a PPA. Given State College's 11-13 year cash payback, a well-structured PPA offering immediate savings is worth evaluating seriously.
State College is a growing solar market, though smaller than Pittsburgh or Philadelphia metros. Penn State's research environment has produced some highly educated homeowners who do significant due diligence before going solar — which is great. The Centre County market is served by both local NW/Central PA installers and larger companies. Getting 3 quotes is especially important here as price variation can be 15-20% between installers in smaller markets like State College vs. the hyper-competitive Philadelphia or Pittsburgh markets.
