A municipal light plant is a locally-owned electric utility operated by a town or city government. Rates are set by local officials, and any profits stay in the community. Rhode Island has 2 MLPs.
Mass Save is funded by charges on investor-owned utility bills (Eversource, National Grid, Unitil). Municipal utilities do not contribute to this fund, so their customers cannot access Mass Save programs. However, most MLPs offer their own comparable rebate programs.
Check your electric bill - it will show your utility provider. If your bill comes from a town or city department (like "Braintree Electric Light" or "Hingham Municipal Light Plant"), you have a municipal utility.
