PSE&G, JCP&L, and Atlantic City Electric each offer different TOU rate structures. This guide compares all three for solar+battery owners in New Jersey.

All three NJ investor-owned utilities offer optional TOU rates that create battery arbitrage opportunities. PSE&G has the largest TOU spread (~$0.10/kWh) with a unique 3-period structure. JCP&L offers a similar spread with lower base rates. ACE has the smallest spread but compensates with higher solar production and backup power value in southern NJ. None of the three utilities offer a residential battery incentive — the value case is built entirely on TOU arbitrage, self-consumption, and backup power.

All values are estimated projections with 2% annual rate escalation. Excludes ADI/SREC-II income from paired solar. Section 25D ITC expired Dec 31, 2025 — $0 federal credit for homeowner battery purchases.
Phase 1 targets transmission-scale storage. Phase 2 will expand to distributed and residential storage but no incentive amounts, enrollment dates, or program structure have been announced. Do not claim any NJ battery incentive as available.
We will update this page and all utility-specific guides when GSESP Phase 2 details are announced by NJ BPU. For now, the battery value case relies on TOU arbitrage, self-consumption, and backup power.
