No federal credit. No state rebate. Yet Vermont homeowners can still capture $15,000–$25,000+ in solar value through net metering, tax exemptions, and heat pump rebates. Here is the step-by-step stacking strategy.
The residential solar tax credit expired December 31, 2025. Cash and loan purchases receive $0 in federal credits. Any installer quoting a "30% tax credit" for homeowner-owned systems is using outdated or dishonest information.
The residential energy efficiency tax credit (25C) expired December 31, 2025. No federal tax credit for heat pumps in 2026. State rebates through Efficiency Vermont are still available.
Vermont has never offered a state solar rebate (unlike MA's former $1,000 rebate or RI's $5,000 REF). VT compensates through generous net metering and tax exemptions instead.
Stack these in order. Each layer adds value. Total 25-year savings on a solar + heat pump system exceeds $60,000.
Vermont Net Metering at Full Retail Rate
Vermont's 1:1 net metering is the single most valuable solar incentive in the state. For residential systems up to 15 kW (cap-exempt), every kWh your system produces earns a full retail rate credit on your GMP bill. There is no expiration, no enrollment deadline, and no cap for residential customers. This is a straightforward bill credit — produce more than you use, and the credit rolls forward month to month.
Vermont 6% Sales Tax Exemption on Solar Equipment
Vermont exempts solar energy equipment from the state's 6% sales and use tax. On a $31,000 system, that is approximately $1,860 saved. This is automatic — your installer applies the exemption at purchase. No paperwork, no application, no income limit.
Local Property Tax Exemption for Solar
Most Vermont towns exempt the added value of a solar energy system from property tax assessment. This means your solar panels increase your home's value without increasing your property tax bill. The exemption is a local option — the vast majority of VT towns have adopted it, but you should verify with your town clerk before installation.
Efficiency Vermont Heat Pump Rebates
Efficiency Vermont offers substantial rebates on qualifying heat pump installations. Ductless mini-splits earn $475 per indoor head. Ducted central heat pumps earn $2,200 per system. Air-to-water heat pumps (AWHP) earn up to $6,000. These rebates stack with solar incentives, making the solar + heat pump bundle extremely attractive for oil-heated VT homes.
Green Mountain Power Income-Eligible Heat Pump Bonus
Green Mountain Power offers an additional $2,000 per condenser for income-eligible households. This stacks on top of the standard Efficiency Vermont rebate. Income eligibility is based on household size and income level (generally at or below 80% of area median income). GMP verifies eligibility directly.
Section 48/48E Commercial ITC via Third-Party Ownership
The residential 25D ITC expired December 31, 2025. But Section 48/48E commercial ITC is still available for projects beginning construction before July 4, 2026. Under a lease or PPA, a third-party financing company owns the system, claims the commercial ITC (30% base + potential bonuses), and passes the savings to you as a lower monthly payment. This requires FEOC-compliant panels (Silfab).
| Incentive | Low Estimate | High Estimate |
|---|---|---|
| Net Metering (25yr) | $49,000 | $75,000 |
| Sales Tax Exemption | $1,500 | $1,860 |
| Property Tax Exemption (25yr) | $7,500 | $15,000 |
| HP Rebate (if installing) | $475 | $6,000 |
| GMP Income Bonus (if eligible) | $0 | $4,000 |
| Total 25-Year Value | $58,475 | $101,860 |
Every dollar in this table comes from currently active Vermont programs. Zero federal ITC is included. The 25-year net metering value assumes constant GMP rates ($0.21/kWh) \u2014 if rates increase (they historically do), the actual value will be higher. VT solar works because the policy framework is right, not because of federal subsidies.
Request a quote that shows real $/W pricing, production estimates, and 25-year net metering projections. No inflated ITC numbers. Compare at least 2 quotes.
Cash purchase for fastest payback (8–9 years). Solar loan at 6–8% APR. Or Section 48 lease for federal ITC access (requires Silfab panels, deadline July 4, 2026).
Automatic. The 6% sales tax exemption is applied on your invoice. No paperwork required. Saves ~$1,860 on a $31,000 system.
NuWatt submits your GMP interconnection application. Once approved and system is energized, 1:1 net metering credits begin automatically on your next bill cycle.
File with your town assessor to exempt the solar system from property tax assessment. NuWatt provides all installation documentation. Most towns process within 30 days.
If adding a heat pump, install concurrently for efficiency. Apply for Efficiency VT rebate ($475–$6,000) and GMP income bonus ($2,000/condenser if eligible).
Get a personalized estimate showing every incentive you qualify for \u2014 net metering projections, tax exemption values, and HP rebate eligibility. No fake ITC numbers.
