Heat pump water heaters use 60-70% less electricity than standard electric tanks. RI Energy offers a $600 instant rebate -- stackable with $2,500 from Clean Heat RI for $3,100 total. Income-eligible households may receive full coverage through additional HEAR funding.

Updated February 2026

Heat pump water heaters (HPWHs) extract heat from surrounding air to heat water, using 60-70% less electricity than standard electric resistance tanks. At RI Energy's rate of $0.29/kWh -- one of the highest in the country -- the savings are substantial.
RI Energy offers a $600 instant rebate for qualifying HPWHs with a UEF of 2.0 or higher. This rebate is stackable with the $2,500 Clean Heat RI rebate for a combined $3,100 in savings. Income-eligible households may receive the HPWH at no cost through additional HEAR funding.
An additional bonus for humid Rhode Island basements: HPWHs produce cool, dehumidified air as a byproduct, providing free basement dehumidification during muggy summer months.

Income-eligible households may receive full coverage through stacked RI Energy + Clean Heat RI + HEAR funding.
All models below meet the minimum UEF 2.0 requirement for the RI Energy $600 rebate. Higher UEF means better efficiency.
Best for: Best overall — highest efficiency, smart home features
Best for: Most widely available — strong plumber familiarity in RI
Best for: Budget-conscious with solid reliability
Best for: Premium quality — quietest option, ideal for conditioned spaces
How much you save depends on what you are replacing. At RI Energy's $0.29/kWh rate, the savings add up fast.
HPWH uses 60-70% less electricity than standard electric tank. Higher RI rates ($0.29/kWh) make savings even greater.
Eliminates oil-fired water heating. No more fuel deliveries for hot water — significant for RI households still using oil.
Modest savings at RI gas rates. Best for replacing an old or failing gas unit rather than a working one.
Same as electric dryer. Most RI homes have capacity, but panel space must be verified by electrician. Panel upgrade may be covered by Clean Heat RI income-eligible.
Standard basement, garage, or utility room. Cannot be in a small closet — needs air circulation for heat exchange.
HPWH produces condensation — needs floor drain nearby or condensate pump (adds $100-200).
HPWH extracts heat from surrounding air. Produces cool, dehumidified air — bonus in humid RI summers, minor heating effect in winter.
Most models run 45-55 dB (dishwasher level). Stiebel Eltron is quietest at 37 dB. Locate away from bedrooms.
Standard 3/4" connections — same as existing water heater in most cases.
RI homeowners can stack multiple programs for maximum savings on HPWHs:
RI was FIRST in NE to launch HEAR low-income pathway (Sept 17, 2024). PARTIALLY ACTIVE — income-qualified households may receive additional HEAR funding.
Your primary incentives are RI Energy ($600) and Clean Heat RI ($2,500) -- both are direct rebates, not tax credits. They are unaffected by the federal expiration.
For a standalone HPWH replacement, you may not need a full assessment. However, if combining with insulation or heat pumps, the assessment is required. Call 800-322-3223 to confirm for your situation.
Yes. You can receive $600 from RI Energy plus $2,500 from Clean Heat RI for a total of $3,100 in rebates. Income-eligible households may qualify for even more through HEAR funding.
Yes. Most RI basements stay 50-60°F in winter, which is warm enough for efficient HPWH operation. The unit may run slightly less efficiently, but heat pump mode still saves significantly over resistance heating. In summer, the free dehumidification is a major bonus in humid RI basements.
General rule: 50 gallons for 1-2 people, 65 gallons for 2-3 people, 80 gallons for 3+ people. HPWHs heat more slowly than gas, so sizing up is recommended. When in doubt, choose 80 gallons.
No. The Section 25C energy efficiency tax credit expired December 31, 2025. There is no federal tax credit for heat pump water heaters in 2026. RI Energy ($600) and Clean Heat RI ($2,500) rebates are your primary incentives.
Typically 4-6 hours for a straightforward replacement. If electrical panel work is needed (adding a 240V circuit), allow an additional 2-4 hours and $200-500 for the electrician. Panel upgrade costs may be covered for income-eligible households.
