NHSaves is not a utility company or a government agency. It is the unified brand name for New Hampshire's ratepayer-funded energy efficiency programs -- a statewide initiative that helps homeowners reduce energy costs through assessments, rebates, and weatherization services. Think of it as New Hampshire's version of Mass Save in Massachusetts or Energize CT in Connecticut.
What makes NHSaves unique is its structure: all four NH electric utilities jointly administer the program under one brand. Whether you are an Eversource NH customer in Manchester, a Liberty Utilities customer in Salem, a Unitil customer on the Seacoast, or an NHEC member in the Lakes Region, you access the same programs with the same rebate amounts through NHSaves.
Funding comes from a system benefits charge on every NH electric bill. This means every NH electric customer is already paying into the program. If you pay an NH electric bill, you are eligible for NHSaves services. The program is overseen by the NH Public Utilities Commission (NH PUC).

Unlike Connecticut (Smart-E Loan at 0.99% APR) or Massachusetts (HEAT Loan at 0%), New Hampshire does not offer a statewide subsidized low-interest loan for energy efficiency improvements. Some individual utilities offer on-bill financing. Most NH homeowners use home equity loans or personal loans at market rates.

The standard Home Performance with ENERGY STAR (HPwES) assessment costs $100 as a copay. The actual value is $400-$600. During the assessment, the technician installs $150-$400 in free items (LEDs, smart power strips, showerheads, aerators, pipe insulation), so the $100 copay is effectively recovered. Income-eligible households through Home Performance Direct pay nothing -- the assessment and all installations are 100% free.
Yes. The HPwES assessment is required before you can receive the 75% insulation rebate (up to $8,000 per project). The assessment identifies what insulation measures your home needs and determines your specific rebate amounts. Without an HPwES on file, you cannot access insulation rebates or air sealing rebates through NHSaves.
Yes. All four NH utilities -- Eversource NH (~71%), Liberty (~6%), Unitil (~11%), and NHEC (~12%) -- participate in NHSaves and offer the same core programs and rebate amounts. The HPwES assessment, insulation rebates, HPWH rebate, and income-eligible programs are identical across all four utilities.

NHSaves offers a $750 rebate for qualifying heat pump water heaters (HPWHs) with a Uniform Energy Factor (UEF) of 2.0 or higher. Popular qualifying models include the Rheem ProTerra, A.O. Smith Voltex, and Bradford White AeroTherm. The rebate is available through all four NH utilities. No federal tax credit is available for HPWHs in 2026.
