New Hampshire offers enhanced energy efficiency benefits for income-eligible households through Home Performance Direct, the Weatherization Assistance Program (WAP), and additional utility assistance through NHSaves and WAP.

Home Performance Direct is NHSaves' enhanced tier for income-eligible households. It provides the same comprehensive energy assessment as standard HPwES, but at no cost -- and with significantly deeper rebates on insulation and weatherization.
Based on 200% Federal Poverty Level (FPL) for 2026. Also eligible if on utility low-income discount rate. Thresholds updated annually.

NHSaves Home Performance Direct and WAP are direct assistance programs, not tax credits. They are unaffected by the federal expiration and remain fully available.
Home Performance Direct is NHSaves' income-eligible tier of the Home Performance with ENERGY STAR program. It provides a free comprehensive energy assessment ($0 copay vs $100 for standard), up to 100% off insulation and air sealing (vs 75% for standard), additional equipment assistance, and priority scheduling. It is the most cost-effective way for qualifying NH households to improve home energy efficiency.
You qualify if your household income is at or below 200% of the Federal Poverty Level (FPL). For a household of four, this is approximately $62,400 per year in 2026. You also qualify automatically if you are enrolled in a utility low-income discount rate, LIHEAP, SNAP, Medicaid, SSI, Fuel Assistance, or are referred through the Weatherization Assistance Program (WAP). WAP (Weatherization Assistance Program) is a federally funded program administered through New Hampshire Community Action Agencies. It provides comprehensive home weatherization including insulation, air sealing, heating system repair/replacement, and health and safety measures. WAP is separate from NHSaves but households can be referred between the programs. Income eligibility is 200% FPL or LIHEAP enrollment. Contact your local Community Action Agency or call 2-1-1.
