Energize CT is not a utility company. It is the brand name for Connecticut's ratepayer-funded energy efficiency programs -- a statewide initiative that helps homeowners reduce energy costs through assessments, rebates, and low-interest financing. Think of it as Connecticut's version of Mass Save in Massachusetts or Efficiency Maine in Maine.
The program is administered by CLEAResult, a national energy services company that manages the day-to-day operations including scheduling assessments, processing rebates, and coordinating with contractors. CLEAResult operates on behalf of Connecticut's two investor-owned utilities: Eversource (serving approximately 75% of CT electric customers) and United Illuminating (UI) (serving approximately 25%).
Funding comes from a system benefits charge on every CT electric bill -- roughly $0.01 per kWh. This means every Eversource and UI customer is already paying into the program. If you pay a CT electric bill, you are eligible for Energize CT services. Additional funding comes through the Connecticut Green Bank, which administers the Smart-E Loan program.

A small number of CT towns are served by municipal electric utilities (e.g., Wallingford Electric, Norwich Public Utilities, Bozrah Light and Power). Municipal utility customers may have limited access to some Energize CT programs. Contact your municipal utility directly for available efficiency programs.

Yes. The HES assessment is required before you can receive the 75% insulation rebate. The assessment identifies what insulation measures your home needs and determines your specific rebate amounts. Without an HES on file, you cannot access insulation rebates, air sealing rebates, or the full Energize CT heat pump rebate tiers.
The Smart-E Loan is a low-interest financing program through the Connecticut Green Bank. As of early 2026, it offers 0.99% APR for up to $50,000 with terms from 5 to 15 years and zero origination fees. Yes. All Energize CT programs -- HES assessment, insulation rebates, heat pump rebates, Smart-E Loan, HPWH rebate, and income-eligible benefits -- are available to both Eversource customers (approximately 75% of CT) and United Illuminating customers (approximately 25% of CT). The same rebate amounts and eligibility rules apply regardless of which utility you have.
No. The federal Section 25C energy efficiency tax credit (which previously covered heat pumps) and Section 25D residential solar tax credit both expired on December 31, 2025. They provide $0 in 2026. Energize CT rebates are direct rebates funded by ratepayers, not tax credits, so they are unaffected by the federal expiration.
You qualify for HES-IE if your household income is at or below 60% of Connecticut's State Median Income (SMI). For a household of four, this is approximately $61,560 per year. You also qualify automatically if you are enrolled in LIHEAP, receive SNAP benefits, have HUSKY Health (Medicaid), receive SSI, participate in Section 8, or are on a utility hardship or discount rate. Energize CT offers a $750 rebate for qualifying heat pump water heaters (HPWHs) with a Uniform Energy Factor (UEF) of 2.0 or higher. Popular qualifying models include the Rheem ProTerra, A.O. Smith Voltex, and Bradford White AeroTherm. The rebate can be combined with Smart-E Loan financing. Income-eligible households may receive the HPWH at no cost through HES-IE.
