A witness test (also called a utility witness test, commissioning inspection, or interconnection verification test) is the final inspection conducted by your electric utility before they grant Permission to Operate (PTO) for a commercial solar system. It is the last gate between a completed solar installation and actual energy production. Until the witness test is passed and PTO is issued, your solar system cannot legally operate or export power to the grid.
The witness test is fundamentally a safety verification. The utility needs to confirm that your solar system will not endanger utility workers during power outages (anti-islanding), will not backfeed through a disconnected circuit (disconnect switch verification), can be rapidly de-energized in an emergency (rapid shutdown), and is accurately metered for billing purposes. These are not bureaucratic formalities — they are life-safety requirements that protect lineworkers who may be working on what they believe are de-energized power lines.
In Massachusetts, all three investor-owned utilities — Eversource, National Grid, and Unitil — require witness tests for commercial solar interconnections. The specific requirements vary by utility, but the core inspection items are consistent: metering verification, disconnect switch operation, anti-islanding protection, rapid shutdown compliance, grounding and bonding, and NEC-required labeling.

The AC disconnect switch must be within line of sight of the utility meter, or within 10 feet with clear signage pointing to it. The switch must be lockable in the OFF position with a utility-approved padlock hasp. Inspectors frequently find the disconnect too far from the meter, obscured by equipment or vegetation, or missing the padlock hasp.

Relocate the disconnect if it is not within line of sight. Install a utility-approved padlock hasp if missing. Clear any obstructions between the meter and disconnect.
How to Prevent
During design, verify disconnect placement relative to the meter location. If primary metering is on the opposite side of the building from the inverter, plan for extended conduit runs to bring the disconnect near the meter.
The inspector simulates a grid outage by opening the AC disconnect and verifies the inverter shuts down within 2 seconds per IEEE 1547. Failures occur when the inverter firmware is not updated, the anti-islanding settings have been modified, or the inverter is operating in grid-forming mode. Some older inverter models have known anti-islanding issues.

NEC 2023 requires that when rapid shutdown is initiated, the voltage at each module drops to less than 80V within 30 seconds and less than 30V within 5 minutes. Failures typically occur with PLC-based rapid shutdown systems (like Tigo or SolarEdge) when communication between the rapid shutdown transmitter and the module-level electronics is interrupted by conduit routing, electrical noise, or firmware issues.

The meter multiplier does not match the CT ratio specified in the interconnection agreement, or the meter is not programmed for bidirectional operation. The utility interconnection department processes the inspector report and issues the formal PTO letter. Eversource typically issues PTO within 1-2 business days; National Grid within 2-5 business days; Unitil within 1-3 business days.

The utility activates the revenue meter for bidirectional operation, enabling net metering credits. For AMI (smart) meters, this is done remotely. For older meters, a technician may need to visit to reprogram.
1-2 weeks after PTO
If enrolled in the SMART 3.0 program, the SMART administrator (typically the utility) activates your incentive payments based on the PTO date. Incentive payments begin from the PTO date, not the installation date.
