Full assessment guideHeat pumps qualify for the largest Mass Save rebates — up to $8,500 for whole-home installations. The 2026 amounts are lower than 2025 ($3,000/ton dropped to $2,650/ton), but still among the best in the country.
As of January 1, 2026, systems using R-410A refrigerant are disqualified from all Mass Save rebate tiers — including the basic $250/ton tier. Some contractors still have R-410A inventory. Before signing any contract, ask: "What refrigerant does this system use?" Only R-32 and R-454B qualify.
Mass Save covers 75% of insulation costs for all customers — one of the most generous rebate rates in the country. Income-eligible households pay nothing.
You pay just 25% of the insulation cost. Available to all Mass Save customers regardless of income.
Full weatherization package at no cost. Qualifying households pay $0 for attic, walls, basement, and air sealing.

Massachusetts homeowners who meet income thresholds qualify for dramatically enhanced Mass Save benefits — up to 100% of weatherization costs covered, plus whole-home heat pump at deep discount.
Mass Save is funded by four Massachusetts electric utilities. The rebate amounts are identical — but each utility has its own application portal and contractor network.
Greater Boston, North Shore, South Shore, Cape Cod
Worcester, Brockton, New Bedford, Fall River, Springfield area
Fitchburg, Lunenburg area (limited HP rate availability)
Cape Cod and Martha's Vineyard (aggregation, not utility)
Gas customers are covered under Mass Save through Columbia Gas, National Grid Gas, and Berkshire Gas. If you heat with oil, propane, or electricity, your electric utility is your Mass Save contact.
Heat pump water heaters qualify for a $750 Mass Save rebate and can be financed with the 0% HEAT Loan. They use 60-70% less electricity than standard electric water heaters.
Only equipment on the Mass Save Qualified Product List qualifies for rebates. In 2026, all R-410A equipment was removed. The QPL includes specific model numbers — not just brands.
Mass Save is an excellent program, but it has well-documented pain points. Knowing what to expect prevents frustration.
Submit all documentation immediately after installation. Follow up at the 6-week mark. Keep copies of everything.
Before signing any contract, ask specifically about refrigerant type. Verify model number on the Mass Save QPL.
Get the specific rebate tier and dollar amount in writing from your contractor before signing any agreement.
Check your income tier before applying. Above 300% SMI means 3-year term. Budget accordingly or consider a HELOC.
Mass Save offers rebates on heat pumps ($2,650/ton whole-home, max $8,500), heat pump water heaters ($750), insulation (75% off standard, 100% off income-eligible), smart thermostats ($100), and appliances ($50-$300). The 0% HEAT Loan (up to $25,000) is also available to finance qualifying upgrades.
For whole-home installations (heat pump as primary heat source), the rebate is $2,650/ton with a maximum of $8,500. For supplemental installations, the rebate is $1,125/ton, also up to $8,500. There is also a basic tier of $250/ton (max $2,500) for any qualifying installation by any licensed contractor. All tiers require R-32 or R-454B refrigerant — R-410A systems are disqualified as of 2026.
Yes. The HEAT Loan remains at 0% APR with no fees. However, in 2026 the loan terms are now income-tiered: 7 years for households below 135% of State Median Income (~$112,000/yr for a family of 4), 5 years for 135-300% SMI, and 3 years for above 300% SMI. The maximum loan amount is $25,000.
Income-eligible programs (100% free insulation, full weatherization) are available to households at or below 60% of Area Median Income. For a family of 4 in 2026, that is approximately $67,000 per year. You can also qualify if you receive LIHEAP, Fuel Assistance, Section 8, or are enrolled in your utility's discount rate program. Call 866-527-7283 to confirm eligibility.
Yes. Mass Save rebates can be combined with the MassCEC SMART program (for solar), ConnectedSolutions battery incentives, and your utility's specific programs. The federal 25C energy efficiency credit expired December 31, 2025, so there is no federal tax credit to stack. However, you can still combine multiple Mass Save rebates — for example, getting a heat pump rebate plus insulation rebates plus a HEAT Loan in the same project.
A Home Energy Assessment is a free 2-4 hour inspection of your entire home. A certified energy advisor checks insulation levels, performs a blower door test for air leaks, inspects your heating system, and installs free LEDs, smart power strips, and often a smart thermostat. Most rebates — especially insulation rebates — require a completed assessment. Heat pump water heater rebates may not require one, but an assessment is still recommended. Schedule at masssave.com or by calling 866-527-7283.
Mass Save is administered by Eversource (Greater Boston, North Shore, South Shore, Cape Cod), National Grid (Worcester, Brockton, New Bedford, Fall River, Springfield area), Unitil (Fitchburg area), and Cape Light Compact (Cape Cod, Martha's Vineyard). All four utilities offer the same rebate amounts and access to the HEAT Loan. Gas customers are covered by Columbia Gas, National Grid Gas, and Berkshire Gas.
The timeline from first call to rebate check is typically 4-6 months. Insulation rebates are applied instantly at installation (instant discount). Heat pump rebates are processed after documentation is submitted and take 8-12 weeks. To avoid delays, make sure your contractor submits all documentation immediately after installation and verify all equipment model numbers are on the Mass Save Qualified Product List before installation.
