Comfort Partners is NJCEP's income-eligible program that provides FREE comprehensive energy improvements to qualifying NJ households. There is no copay, no application fee, and no out-of-pocket cost. Improvements include insulation, air sealing, heating system repair or replacement, refrigerator replacement, LED lighting, and health/safety measures. Typical value of improvements: $3,000-$8,000 per household.
You qualify if your household income is at or below 225% of the Federal Poverty Level (FPL). For a household of 4, this is approximately $69,750 per year. You also qualify automatically if you are enrolled in LIHEAP, Universal Service Fund (USF), Lifeline rate, SNAP, NJ FamilyCare (Medicaid), SSI, Section 8, or TANF. Proof of income or enrollment in a qualifying program is required.
HPwES costs $150 copay and provides 50% off insulation (max $4,000). Comfort Partners is completely FREE -- 100% of improvements are covered at zero cost. Comfort Partners also includes additional benefits beyond insulation: heating system repair/replacement, refrigerator replacement, air conditioning, and health/safety measures. The eligibility threshold is 225% FPL for Comfort Partners.
Each of NJ's four electric utilities administers its own Comfort Partners program: PSE&G (800-854-4444), JCP&L (800-662-3115), ACE (800-642-3780), and RECO (877-434-4100). You can also call the main Comfort Partners line at 800-915-8309. The improvements and eligibility rules are the same regardless of utility.
After verifying eligibility (1-2 weeks), a BPI-certified auditor performs a free comprehensive assessment (4-6 hours). The improvement plan is developed within 2-3 weeks, and installation typically begins 3-6 weeks after the assessment. Total timeline from application to completed improvements is typically 8-16 weeks, depending on scope and contractor availability.
Yes. Renters can apply for Comfort Partners, but landlord authorization is required for structural improvements like insulation. The renter applies and must meet the income requirements. Direct install items (LEDs, showerheads, pipe insulation) can be done without landlord approval. Heating system work requires landlord participation.
Comfort Partners can be combined with other NJ assistance programs including LIHEAP (federal heating bill assistance), USF (NJ utility bill discount), NJ SHARES (emergency utility bill help), and the federal Weatherization Assistance Program (WAP). These programs serve different needs -- Comfort Partners handles physical improvements while LIHEAP and USF help with ongoing utility costs.
