Get a Free QuoteRockland Electric Company (RECO) offers the highest flat heat pump rebate in New Jersey — $1,400 per qualifying system. Stack with NJ Whole Home (up to $7,500) for a combined total of up to $8,900 in confirmed incentives for Bergen and Passaic county homeowners.

The $2,000 federal Section 25C Energy Efficient Home Improvement Credit expired under the OBBBA (signed July 4, 2025). There is no federal tax credit for residential heat pumps in 2026. The RECO rebate ($1,400) and NJ Whole Home (up to $7,500) are now the primary incentives for RECO customers.
Rockland Electric Company (RECO) is a New Jersey utility subsidiary of Orange & Rockland Utilities (O&R), itself a subsidiary of Consolidated Edison (Con Ed). RECO serves approximately 75,000 electric customers in the northwestern corner of New Jersey — primarily the cluster of Bergen County communities bordering Rockland County, New York.
If your electric bill says "Rockland Electric Company," "RECO," or "Orange & Rockland," you are a RECO customer eligible for the $1,400 rebate and NJ state programs.
Service territory is in Bergen County (primarily) and portions of Passaic County. Always verify with RECO directly at rocklandelectric.com.
Note for NY neighbors: RECO also serves customers in Rockland County, NY (Suffern, Spring Valley, Ramapo, etc.). NY-address RECO customers do NOT qualify for NJ state programs (NJ Whole Home). Only NJ mailing address customers are eligible for New Jersey rebates.
At $1,400, RECO's heat pump rebate is the highest flat utility rebate in New Jersey. Despite serving only ~75,000 customers — far fewer than PSE&G (2.3M) or JCP&L (1.1M) — RECO's rebate amount reflects a strong commitment to electrification aligned with parent company Con Ed's clean energy goals.

RECO customers with NJ addresses can combine the utility rebate with NJ state programs. These require separate applications and processes.

RECO's residential rate of approximately $0.24/kWh is in line with PSE&G. Bergen County is predominantly a natural gas market, so heat pump ROI depends heavily on what you're replacing:
Savings: $1,500–$2,800/year
Payback: 5–9 years after rebates
Savings: $1,200–$2,200/year

Estimates assume a 2,200 sq ft Bergen County home with average RECO rate of $0.24/kWh. Oil at $4.00/gallon, propane at $3.50/gallon. Payback calculated after RECO $1,400 + NJ Whole Home $5,000 rebates applied.
New Jersey has four electric utilities, each with different rebate amounts and programs. RECO has the highest per-unit rebate but the smallest service territory.

Check your electric bill for "Rockland Electric Company" or "RECO." Confirm your service address is in New Jersey (NJ address required for NJ state programs).
If you want to stack with NJ Whole Home, initiate that application BEFORE installation. Contact NJ Clean Energy at njcleanenergy.com or a BPI-certified contractor.
Work with an NJ DCA licensed HVAC contractor. Select ENERGY STAR certified equipment. Complete installation and collect all documentation.
Apply through the Orange & Rockland / RECO rebate portal at orangeandockland.com. Your contractor can typically submit on your behalf. Processing: 6–10 weeks.
RECO issues rebates as a check mailed to the customer's service address. Combine with NJ Whole Home for maximum savings.
Timing tip: NJ Whole Home must be initiated before installation begins. The RECO rebate is post-installation. Start the Whole Home process at least 2–4 weeks before your planned installation date to avoid paperwork delays.
