CPS Energy is a city-owned municipal utility serving ~900,000 customers in the San Antonio metro. Unlike ERCOT deregulated areas, you cannot shop for a different provider. CPS sets rates through San Antonio City Council — and they have gone up almost every year since 2020.

CPS Energy discontinued its residential solar rebate program in 2024. The program had offered up to $2,500 for homeowners who went solar. That incentive is gone.
On top of that, the federal residential solar tax credit (Section 25D) expired on December 31, 2025. Homeowners who buy a system with cash or a loan can no longer claim the 30% ITC.
