Rhode Island has the best whole-home electrification economics in New England. Stack REG, REF, Clean Heat RI, and ConnectedSolutions for $20,000–$30,000 in incentives. Payback in 3–4 years. Eliminate oil, cut your bills, and earn revenue from your battery.
Each component has its own incentive programs. All stack together.
10 kW system
Whole-home (3-ton)
10 kWh (Tesla Powerwall or Enphase)
Six reasons RI whole-home electrification outperforms every neighboring state.
No other state pays $0.27/kWh for solar production. MA SMART pays $0.03, CT RRES pays ~$0.05. REG alone generates $49,000+ in 15-year income — more than the old federal ITC ever provided.
Standard Clean Heat RI covers 60% of heat pump cost (max $11,500). Income-eligible households get 100% (max $18,000). This is among the most generous HP incentives in the nation.
RI Energy's demand response program pays $225/kW summer + $50/kW winter. A 10 kW battery earns approximately $2,750/year in pure revenue. Over 25 years: $68,750.
The $5,000 solar rebate plus $2,000 battery adder from Commerce RI = $7,000 in upfront rebates. No other NE state offers an explicit battery adder on top of solar rebates.
At $0.29/kWh, RI has the highest residential rates in New England. Every kWh you offset with solar or avoid buying for your heat pump saves more here than in any neighboring state.
REG + REF + Clean Heat RI + ConnectedSolutions + net metering + sales tax + property tax exemption — they ALL stack. No income limits on REG, REF, or net metering. No choosing one or the other.
10 kW solar + 3-ton heat pump + 10 kWh battery. Standard Clean Heat RI tier.
Approximately 30% of RI homes still heat with oil. Switching to a heat pump powered by solar is the single largest annual savings in the bundle.
The $1,100/year heat pump electricity cost assumes grid power. When paired with solar (REG + net metering), most of this electricity is generated by your own panels. Your actual out-of-pocket heating cost approaches $0. The $2,100/year oil-to-HP savings is conservative \u2014 real savings are likely higher with solar offset.
System design, REF application (Commerce RI), Clean Heat RI application, REG preparation (if before April 1).
RI building permit, RI Energy interconnection application, electrical permit. Conditional REF and Clean Heat RI approvals typically arrive.
Roof work, panel mounting, microinverter wiring, battery installation, electrical connections. Typically 2–3 days on-site.
Outdoor unit placement, indoor air handler or ductless heads, refrigerant lines, electrical hookup. Can overlap with solar if coordinated.
Town electrical inspection, RI Energy meter swap, PTO (Permission to Operate). System goes live. ConnectedSolutions enrollment submitted.
REG payments begin. Net metering credits appear on first bill. ConnectedSolutions revenue starts next summer season. Clean Heat RI rebate check arrives.
The Section 25D residential solar ITC expired December 31, 2025 \u2014 $0 for homeowner-owned systems. The Section 25C heat pump credit also expired. The only federal pathway for solar is a Section 48 lease/PPA (third-party owner claims commercial ITC). RI's state incentive stack more than compensates for the loss of federal credits.
