The program reimburses utility-side make-ready at $11,100 per site (transformer, service drop, meter, primary trench — delivered at no cost to the property owner) and reimburses customer-side work at $6,700 per Level 2 port (panel, conduit, customer-side trench, pedestal, networked EVSE) up to 10 ports per multifamily property. Workplace, public-access, and DCFC tiers have separate ceilings.

PSE&G design letters in Newark are running 60–90 days vs. 30–45 in quieter parts of the service territory. That means new applications have 3–4 weeks of design review, then 8–14 weeks of construction before commissioning — the practical latest-start date for a July 15 reimbursement is now. Projects that filed in Q1 2026 are in the best position.
PSE&G's General Large Power (GLP) tariff carries a roughly $10/kW demand charge — higher than Pittsburgh and Philadelphia, in line with most of northern New Jersey. At 150 kW peak, an un-managed DCFC adds $1,500 per month to the Newark bill, every month, regardless of session volume. Power-sharing and battery-buffered designs are the single largest post-install operating-cost lever.

Newark is a designated New Jersey Gateway City and carries one of the highest concentrations of IRS- designated low-income community census tracts of any city in the Northeast. Essentially every Newark parcel — Central Ward, South Ward, West Ward, North Ward, East Ward (Ironbound), and the Downtown / Four Corners / Military Park core — qualifies for Section 30C. This is materially different from the rest of northern New Jersey, where Hoboken, Jersey City waterfront, and downtown Morristown often do not qualify. For a Newark commercial owner, 30C is effectively a default — not an exception.
Central / South / West / North Wards
Nearly 100% of parcels qualify. This includes Newark Housing Authority properties, Newark Public Schools sites, Rutgers-Newark, NJIT, and virtually all multifamily.
East Ward (Ironbound)
Ferry Street corridor, industrial Ironbound, and Port Newark fenceline — all qualifying. Strong fit for fleet depots and last-mile delivery hubs.
Downtown / Four Corners
Most tracts qualify — Prudential Center neighborhood, Military Park, Rutgers Law corridor. A few small Downtown blocks adjacent to Harriet Tubman Square need parcel-level verification.
