Why the 30% rate, not 6%? Section 30C is only 6% of eligible cost unless you meet prevailing wage and apprenticeship rules. Massachusetts requires prevailing wage on most commercial construction, so that standard is already baked into the bid — PWA is automatic and the credit jumps to 30%.
