Bridgeport is United Illuminating (UI) territory across every commercial meter. UI, a subsidiary of Avangrid, is the smaller of Connecticut's two investor-owned utilities, serving 17 coastal-Fairfield and New Haven County municipalities. UI operates the same joint EnergizeCT EVSE incentive framework as Eversource CT, and its make-ready program queue has historically been modestly lighter.
Bridgeport has multiple Enterprise Zones that can provide incremental property tax abatement on qualifying capital improvements for up to 5 years. Section 30C expired June 30, 2026, so tract eligibility now matters only for projects placed in service by that date that are still filing Form 8911. For those, Bridgeport had the highest Section 30C qualification rate of any city in the NuWatt footprint. The city's CT distressed-municipality status and median household income well below the 80% AMI threshold meant nearly every census tract cleared the IRS low-income tract gate. Parcels that qualified: essentially all of East End, South End, North End, Hollow, Downtown, East Side, West End, and most of Black Rock. Parcels that may not have qualified: a few pockets of Black Rock and Brooklawn bordering the Fairfield town line.
Practical implication: roughly 90-95% of Bridgeport commercial parcels passed the 30C tract test. Through mid-2026, combined with PWA compliance — feasible in Bridgeport because of strong IBEW density across the I-95 industrial belt — a commercial EV project placed in service by the cutoff could claim the full 30% 30C credit on top of EnergizeCT's up-to-50% and UI's 100% make-ready.
