peco.com/evSmall Commercial (GS-S) applies below roughly 100 kW demand and carries an ~$8/kW demand charge that becomes the dominant bill line the moment a 50-kW DCFC spikes. Large Commercial (GS-L) has time-of-use energy components and is often where Philadelphia office-tower EV deployments end up after fleet scaling. Under Act 129 Phase IV, PECO runs targeted business programs that periodically include EV-adjacent line items (panel upgrades, controls). These are smaller dollars than AFIG but do not require the same competitive cycle. Check current offerings when scoping.

A managed buffer that caps the site at 80 kW using power sharing or a battery pairing drops the monthly demand line to ~$640. Section 30C requires the installed property to sit inside either an IRS low-income community tract or a non-urban tract. Philadelphia's 30C coverage is extensive but uneven block by block. The practical rule: if a parcel is west of Broad, north of Girard, or south of Washington Ave, there is a very good chance it qualifies. Center-Center City tracts do not. Always check each specific parcel through the IRS mapping tool before relying on 30C in a pro-forma.
University City is mixed — parcels on either side of Market/38th can flip designation.
A realistic Philadelphia project timeline looks like this — the permit and utility sequences run in parallel wherever possible, but PECO's design letter is the long pole in the tent. Historic-district parcels add the Philadelphia Historical Commission review. Street-facing DCFC pads may add a Streets Department right-of-way coordination if a sidewalk or curb cut is affected.
