Section 30C expired June 30, 2026, so tract eligibility now matters only for projects placed in service by that date that are still filing Form 8911. For those, urban Hartford had one of the highest Section 30C qualification rates in the Northeast. Parcels that qualified: Downtown, South Green, Frog Hollow, Asylum Hill, Clay-Arsenal, Upper Albany, Northeast, North Meadows, Blue Hills, Sheldon-Charter Oak, Parkville, and Barry Square. Parcels less likely to qualify: pockets of the West End bordering West Hartford, and suburban Hartford County overall (West Hartford, Bloomfield, Wethersfield, Newington, Manchester, Glastonbury).
Practical implication: roughly 80-85% of Hartford commercial parcels cleared the tract gate. Non-PWA projects claimed 6% of eligible basis; PWA projects claimed 30%.
