The federal Section 30C credit expired June 30, 2026 and is no longer available for new projects. While it was active, it required the charger be placed in service inside an IRS-designated low-income or non-urban census tract — a gate that was more selective in Boston than in most of the state because Boston's AMI varies sharply block to block. Parcels that qualified: much of Roxbury, Dorchester, Mattapan, East Boston, Chinatown, Mission Hill, parts of Jamaica Plain, Hyde Park, Allston-Brighton, and Chelsea (outside Boston proper but Eversource territory). Parcels that did not qualify: Back Bay, Beacon Hill, Financial District, Seaport, waterfront South End, the Fenway medical district core, and high-AMI Newton and Cambridge tracts.
The credit was 6% of eligible basis for non-PWA projects (most small L2 workplace jobs), rising to 30% when the installation met federal prevailing-wage and apprenticeship requirements — which typically meant a union signatory or a state-approved apprenticeship pathway with ratio compliance. Projects pursued PWA filing on DCFC and larger L2 builds where the incremental labor documentation was worth the 24-point swing.

The federal credit can no longer be claimed on new Boston EV projects. Current builds are anchored by Eversource or National Grid 100% make-ready plus $3,900/L2 port and MassEVIP (60% up to $50K per address). The tract checker remains available for reference on pre-expiration projects.

On the utility side, the Eversource MA design letter queue is running 30-60 days in 2026 because the EV Charging Infrastructure program is oversubscribed.
