MassEVIP runs on a rolling first-come-first-served basis — there is no annual deadline, but FY24 and FY25 both exhausted their Workplace & Fleet pools mid-year. Sites with signed site plans and electrician bids clear first-review in 4–8 weeks. The federal Section 30C credit expired June 30, 2026, so current sites stack MassEVIP with 100% utility make-ready.
MassEVIP Workplace & Fleet is MassDEP's incentive program that funds Level 2 EV chargers at employer and fleet sites. It covers 60% of eligible cost up to $50,000 per street address, on a first-come first-served rolling basis. It stacks with Eversource or National Grid 100% make-ready. The federal Section 30C credit (6–30%) expired June 30, 2026.
The program is designed for Massachusetts employers with a physical worksite. The applicant must control the parking area and commit to a minimum 5-year operating period. Eligible applicant categories:
15+ employees on-site during a typical workday. Single-tenant and multi-tenant buildings both qualify if the applicant controls the parking lot.
Hospitals, museums, social service agencies, and faith-based organizations with 15+ staff. Tax-exempt status does not disqualify MassEVIP (unlike some other programs).
Town halls, DPW yards, fire and police, school districts. (The federal Section 30C elective-pay route expired June 30, 2026 — MassEVIP and utility make-ready are the live layers.)
Public and private colleges, K-12 districts, vocational schools. UMass, MCLA, Worcester State, and private colleges are routine applicants.
May apply on behalf of an employer tenant with documented consent and lease control, or on their own behalf for parking they operate.

Customer-side cost excludes utility-side make-ready (which Eversource or National Grid funds at 100% separately) and excludes portions already paid by other programs. Phased projects can return in a subsequent funding cycle to hit the cap again against new ports at the same address.

Applications run through the MassDEP portal. Review is rolling — there is no single annual deadline — but the annual budget is finite, so funds are awarded first-come first-served until exhausted. Plan the steps in this order:
MassEVIP requires the reservation to be approved before hardware purchase or construction. Ordering chargers first is the single most common disqualifier.
Verify 15+ on-site employees, applicant control of the parking area (deed, lease, or easement), and Massachusetts location. Multi-tenant sites need written authorization from the property owner.
Show charger locations, ADA-compliant stalls, panel or sub-panel location, trench path, and protection (bollards, wheel-stops). A licensed MA electrician or PE stamps the drawings.
Select from MassDEP-approved networked L2 chargers (ChargePoint, Blink, EV Connect, Wallbox Commercial, and others). Non-networked or residential-grade chargers fail screening.
Upload site plan, hardware quote, electrician bid, ownership documentation, and ADA certification through the MassDEP portal.
MassDEP screens the application and may issue a Request for Information. Clean submissions clear first review; RFIs add 2–4 weeks.
On approval, execute the reservation, install within 12 months, and submit invoices and photos for reimbursement after commissioning.

MassEVIP has periodically paused and reopened across recent fiscal years as funding is replenished. Recent rounds (FY24 and FY25) saw funding exhausted several months before fiscal year-end in Workplace & Fleet; the FY26 round opened with expanded budget but workplace demand remains strong. The practical implication: do not wait for a deadline announcement — apply as soon as you have a signed site plan and electrician bid.
Hardware already installed
Purchasing or energizing chargers before MassEVIP reservation approval is the #1 disqualifier.
Non-networked hardware
Residential or non-networked L2 chargers fail specification screening.
Insufficient employee count
Fewer than 15 on-site employees during a typical workday disqualifies the workplace track.
Parking control issue
Applicants without a deed, lease, or signed easement over the parking area cannot receive a workplace award.
Missing ADA plan
At least one stall must meet ADA accessibility requirements.
Duplicate address
Two applications against the same street address in a single cycle will be consolidated or rejected.
Massachusetts is one of only a handful of states where multiple EV-infrastructure incentives stack against a single project. Before the federal Section 30C credit expired June 30, 2026, three layers stacked; the illustration below shows that pre-expiration math for a representative $200,000 workplace project. Current projects use the MassEVIP and utility-make-ready layers.

MassEVIP Workplace & Fleet is the Massachusetts Department of Environmental Protection (MassDEP) incentive program that funds Level 2 EV charger installation at employer sites and at fleet depots. It covers up to 60% of eligible hardware and installation cost, capped at $50,000 per street address.
